Hello there,

If you're on a Mac, your best possible program is MPEG Streamclip: video converter for Mac & Windows. The website's adress is http://www.squared5.com/

It is a freeware and allows you to convert Mpeg to whichever codec your computer recognizes. For use with Mac and Premiere 6.5 simply convert your files to Quicktime with the DV codec PAL or NTSC, 48 Khz per second sound and with lower field.

Note that although I am not positive, Premiere 6.5 only recognizes many codec but the DV codec preset is your best option to edit at the highest resolution the prgram allows you to edit. After that, you can export back to DV and from there convert to various other formats since I dont believe that 6.5 has many exporting options..Now that Premiere Pro 3.0 is out...
